Have have some problems with point 6 but otherwise I think you're completely correct. They should considering adding
to thier plan also.

That's it... You hit the nail on the head GM. That is exactly their plan for the war as-well-as for the border, for the economy, and for just about every other foreign policy or domestic issue.
