Taxes, Tax Policy And Buying Votes

From a psychological standpoint, the question is "Do people make choices based on the size of their bank accounts and what they have to pay the taxman?" If Charlie Rangel (D-NY) has his way, the answer will be a most assuredly yes as tax coffers grow by some trillion dollars.  You read that correctly. A T.r.i.l.l.i.o.n. dollars! That is the size of the taxman's bite should America be foolish enough to elect a "progressive" to the White House and leave the Democrats in charge of the two houses of congress. 

In an editorial in Friday's Wall Street Journal's Opinion Journal we find this:

You can't say Charlie Rangel lacks for ambition. The House Ways and Means Chairman has been saying he wants to pass "the mother of all tax reforms," and even that doesn't do justice to the trillion-dollar tax baby he delivered unto Washington yesterday."

"No one thinks his plan has a chance of becoming law this year, but its beauty is as a signal of Democratic intentions for 2009. In proposing what would be the largest tax increase in history, Mr. Rangel is showing the world what he wants the tax code to look like if Democrats run the entire government." [emphasis added]

The Associated Press has put it slightly differently:
" WASHINGTON - The House's top Democratic tax writer outlined a $1 trillion plan Thursday to eliminate the alternative minimum tax and ease the tax burdens of most people by asking the rich and some companies to pay more. "
Which leads one of my favorite people, Donald Luskin to state:
"Consider that single word "asking." Tax laws don't ask people to pay. There's no questioning involved, no opportunity for the taxpayer to answer when "asked." Laws require people to pay, command them, force them, coerce them, under penalty of imprisonment."
And therein lies the tale.  In the "progressive mind" the proper place of taxes are to take from what you have earned and spread that among those who, for one reason or another, haven't earned it, but whom the "progressives" have deemed have a claim on yours by dint of their physical, mental, emotional health, their location, their education or lack of it, their status as a victim of someone or some natural disaster.  It is the ultimate in the well practiced tactic of the left of class warfare.  For a group that believes in equality, the left sure does do the class thing a lot. 

If we go all the way back to Marx and Engles, the basic idea was for the lower "classes" to rise up, throw off their shackles and take over the means of production so that all would be equal.  For the left in general, and the progressives in particular this has a great deal of meaning.  For it is equality of result that they seek, not equality of opportunity despite all their talk of "level playing fields."  Take education for example, buy claiming that so many were being disenfranchised by poor schooling (in spite of the fact that the term disenfranchise has little to do with "education" per se) the left was able to shame the rest of us into funding a massive education establishment with tens of thousands per student in more spending over a 12 year period with no appreciable return on the dollar.  In fact, there is more than enough justification to state catagorically, for a lot of reasons, not just dollars spent, that the quality of "learning" by today's youth is much less than it may have been in my daughters time, my time or my parent's time.  The same holds true for poverty spending.  Despite massive transfers of wealth from the more to the less fortunate, there are still significant problems with poverty relative to the rest of the nation. 

But, the progressives and the left continue to push their tax breaks for those that pay few if any taxes because tax policy buys votes, or, as Alexander Tyler put it because tax largess buys votes.  Well, what Tyler actually said is:

"A democracy cannot exist as a permanent form of government. It can only exist until the voters discover that they can vote themselves largesse (bounty, gifts, donations, generous giving, etc.) from the public treasury. From that moment on the majority always votes for the candidates promising them the most benefits from the public treasury, with the result that democracy always collapses over loose fiscal policy, always followed by dictatorship.

Democracies progress through this sequence: from bondage to spiritual faith; from spiritual faith to great courage; from courage to liberty; from liberty to abundance; from abundance to selfishness; from selfishness to complacency; from complacency to apathy; from apathy to dependence; from dependence back again to bondage.[emphasis added]"

So, what will it be citizens, sell your vote cheaply because you are envious of others, or insist on tax policy that makes sense, eliminates wasteful  spending and represents the true functions of government as opposed to curing every ill that comes down the proverbial pike?

 

UPDATE:  Greg Mankiw's Blog has some real numbers:

  • The bottom three-fourths of households, those making less than $75,000 a year, are not much affected. They each would receive a tax cut of about $100 per year.
  • The next 24 percent, those making between $75,000 and $500,000, would receive much more substantial tax cuts. Those in the $200,000 to $500,000 range, who are in the 96 to 99 percentile of the income distribution, would get a tax cut of about $3,600 per year.
  • The top 1 percent, those making over $500,000, would pay substantially more in taxes. Those making more than $1 million would see their tax bill rise by an average of more than $100,000.
  • So, I'd guess that Rangel is attempting to buy the votes of the Upper middle class?

    1 GM, you have well and truly learned the art of making mountains from molehills. To the average conservative reader (conservative, NOT republican) the actions of paying for government will leave people the class of people that earn big bucks destitute and begging in the streets. All Charlie Rangel wants is to restore the policy that you pay for the government functions that are needed to protect the populace from those of you that think government is not needed. All folk that think, as you seem to need to do, is to pay their electric bll and thank the utility for not deciding to take more of your money.. The dream of decontrolled utilities has died the death of the reality of Greed. Need I mention the sub-prime mortgage loans?
    You do seem to accept the philosophy that  "Greed is Good"
    Get real man, the no tax policy has created 4 of your T.r.i.l.l.i.o.n. dollars of debt. The increased flow of dollars to the IRS is the recycling of part of that money.

    Jim, like most liberals, you have absolutely no understanding of tax policy.  You think that by soaking the rich that things will get "better" but that was disproved by both Jack Kennedy and Ronald Reagan.  I would also mention the added taxes on the construction of high dollar "yachts" and note please what that did to the boat building industry in the United States. 

    Like a typical liberal, you think that there is a never ending source of revenue for you to tap to meet the social needs you decide is the cause of the day.  Listen more carefully to Charlie and to Hillary!

    3 How much more help can the democrats give the poor (those too lazy to work a full time job)? Right now you can earn $30 K or better, pay $2 K in taxes and get a refund approaching $7,500.  Earned Income ? credit is a joke played on the regular working people. Rangel and his ilk only want to buy more votes by promising the lazy more money if they become more lazy. Taxing the rich is a joke. Find out where people like the Kerry's, Kennedy's and Clinton's hide their money. It isn't in the U.S. where the IRS can touch it. Every tax cut for the workers proposed by a democrat has resulted in a massive tax increase for the worker and this will be no different. The Bush tax cuts which the democrat regressives want to eleminate is the only one that gave everyone who earned money a tax cut, bottom to top. Anyone that says their taxes weren't cut is simply a 'liar'.

    4 The tax increase is closer to $3.5 trillion, and CNN reported it as tax REFORM rather than a monstrous tax HIKE.  What do you expect?

    GM,

    Buying votes has a very long tradition. For my recollection, however, the last 40 years have been especially significant.  We've been throwing money at "burning houses" (aka social problems) for years thinking it will put out the fire.  It has, as you've stated, only gotten worse.

    When, oh when, will the Dems get it?  Socialism just doesn't work.  As a matter of fact...socialism discourages work.

    On the other hand, craven professional politicians that they are, socialism (and buying votes) works very well for the Democrats.

    6 Why do you always avoid the obvious 600 lb gorilla in the living room?
    Don't blame the "Liberals for the condition of the country. The controll since 1996 has been the actions of REPUBLICANS. And speaking of molehills to mountains, did I say to "soak" the rich? I merely want those who are plentifully able, to pay their fair share to the Maintenance of the Government that it seems you and your"conservative" (what a laugh) friends want.
    And lastly, what Kennedy and Reagan "proved", was that if you spend enough money, your supporters will get enough of it to pay more tax. Their taxable incomes rise faster than your "conservative" administrations can nullify it. You do understand the you now have to have a B.i.l.l.i.o.n. dollars before you can qualify for Forbes. Pity the poor Millionaire.
    Incidentally, Charlie Rangel who you mentioned, is trying to help your friends by fixing the dreaded AMT.

    7 Well, there is a connundrum for you. First Jim say's I'm making a mountain out of a molehill then he says there is a 600 lb elephant in the room (of course, most folk say a 600 lb gorilla, but hey, that's a lib for you).  Interesting mixed metaphores though.
